Heat the vegetable oil in a wok or large pan over medium-high heat. Add the ginger and garlic and stir-fry for 30 seconds. Add the fish and stir-fry for 2-3 minutes until lightly browned.
Add the soy sauce, Shaoxing wine, sugar, chicken broth, green onions, red chili pepper, and ground Sichuan peppercorns. Bring the mixture to a boil and then reduce the heat to low. Cover the pan and simmer for 10-15 minutes until the fish is cooked through.
