3. Pour in the beef broth and water, and add the beets, potatoes, carrots, celery, bay leaf, thyme, and paprika. Season with salt and pepper to taste.
4. Bring the soup to a boil, then reduce the heat to low and simmer for 1-2 hours, or until the beef is tender and the vegetables are cooked through.
5. Remove the bay leaf from the soup and discard. Serve the borscht hot, topped with a dollop of sour cream and fresh dill.
