To start, combine the flour and salt in a large bowl. Add the butter and use a pastry cutter or your fingers to work the butter into the flour until the mixture resembles coarse crumbs. Add the ice water and mix until the dough comes together. Divide the dough into 8 equal pieces and shape each piece into a disk. Wrap the disks in plastic wrap and refrigerate for at least 30 minutes.
While the dough is chilling, heat the olive oil in a large skillet over medium heat. Add the onion and garlic and cook until softened, about 5 minutes. Fold the other half of the dough over the filling and crimp the edges with a fork to seal. Brush the tops of the empanadas with the beaten egg.
