Instructions:
1. Preheat the oven to 300°F. Line a baking sheet with parchment paper.
2. In a large bowl, sift together the almond flour and powdered sugar. Add the ground hazelnuts and mix well.
3. In a separate bowl, beat the egg whites until frothy. Add the cream of tartar and continue to beat until soft peaks form. Gradually add the granulated sugar and beat until stiff peaks form.
4. Gently fold the egg whites into the almond flour mixture until just combined. Transfer the mixture to a piping bag fitted with a round tip.
5. Pipe 1-inch circles onto the prepared baking sheet, leaving about 1 inch of space between each macaroon. Tap the baking sheet on the counter a few times to release any air bubbles.
6. Bake for 15-18 minutes, or until the macaroons are set and slightly golden. Let cool completely on the baking sheet.
7. To make the hazelnut praline filling, spread the hazelnuts on a baking sheet and toast in the oven at 350°F for 10-12 minutes, or until fragrant and lightly browned. Let cool and chop finely.

9. Remove the pan from the heat and carefully whisk in the heavy cream. Add the chopped hazelnuts and butter and whisk until smooth.
10. Let the filling cool to room temperature, then transfer to a piping bag fitted with a round tip.
11. To assemble the macaroons, pipe a small amount of filling onto the flat side of one macaroon shell. Top with another shell and gently press together.
